Theparallelsessionofthe7thHongqiaoInternationalEconomicForum(HQF)—PudongandtheWorld:High-StandardInstitutionalOpening-upForNewDevelopmentOpportunitieswasheldattheNationalExhibitionandConventionCenter(Shanghai)onNovember6,2024.ThesessionwashostedbyShanghaiMunicipalPeople'sGovernmentandMinistryofCommerceofthePeople'sRepublicofChina,andorganizedbyPudongNewAreaPeople'sGovernment.

Apromotioneventwasheldbeforetheparallelsession.GlobalpartnersincludingErnst&Young,KearneyManagementConsultants,Cushman&Wakefield,andZhongLunLawFirmsharedPudong’sstrengthinsci-techinnovation,finance,headquarterseconomy,businessenvironment,andmodernurbandevelopmentfromathirdparty’sperspective,soastoincreasethevisibilityofPudongasadistrictknownforcollaborativegrowth.

TheheadquarterseconomyhasbeenprovidingastrongboosttothedevelopmentofPudongandShanghai.Inphase1.0,themainpurposeoftheheadquarterseconomywastoattractmultinationalcorporationsandlarge-scaleenterprises,andinphase2.0,itwasmorefocusedonenhancingtheagglomerationeffectandthequalityofdevelopment.PatriciaXia,EYChinaCentralManagingPartner,findsPudongheadquarterseconomyismovingsteadilytowardsphase3.0nowadays,whichistobuildahigh-levelheadquartersecosystemwithnewqualityproductiveforces,andtoenhancethecorecompetitivenessofPudongheadquarterseconomythroughpolicycultivation,continuousempowermentandcollaborativeinnovation.

Theformationofaheadquarterseconomyecosystemstartswiththeincubationandcultivationofheadquartersenterprises.Inordertohelpenterprisesgrowbetter,Pudonghaslaunchedaseriesofcultivationprograms,suchastheGlobalOperatorProgram(GOP)andtheGatheringofInternationalEconomicOrganizationsProgram(GOC),takingadvantageofitssysteminnovation.“ThroughtheimplementationoftheabovementionedprogramsandthecontinuoussupportofPudongHeadquartersServiceCenter,theresourcesofglobalenterprisesandinternationaleconomicorganizationsaregatheredinPudong.Atthesametime,theyhelpenterprisestooptimizefinancialconnectivityandattracttalents,thuslayingasolidfoundationforupgradingthecapacityofheadquartersandexpandingtheirglobalinfluence,”PatriciaXiasaid.

KearneyManagementConsultantsisacentury-oldmanagementconsultingfirmfoundedin1926andPudongNewAreaisalsothelocationofitsGreaterChinaheadquarters.SherriHe,managingdirectorofKearney’sGreaterChinaUnit,tookanexamplethatthePudongNewAreagovernmentreleaseditsGroupOpenInnovation(GOI)plan,whichhasgathered103leadingenterprises,andeachGOIhasempoweredmorethan5,000smallandmedium-sizedenterprisesofvarioustypesthroughopeningupandsharingspace,incubationandcultivation,technologicalcooperation,investmentsupport,andbuildinganecosystem.

InanotherofKearney'smuch-anticipatedannualassessments,theGlobalCitiesReport,Shanghairosetothe8thplacegloballyinthenewlyreleased2024annualreport,itsbestrankingever.PudongNewAreaaccountsfor23%ofShanghai'spopulationand34%ofitseconomiccontribution,soitisthetopcontributingurbanareatoShanghai'simprovedranking.

KelvinLi,ManagingDirectorofEastChinaofCushman&Wakefield,introducedtheaudiencetotheopen,innovativeandsustainablePudongNewArea.“Whenitcomestomoderncities,we’llfirstthinkofcitiessuchasNewYork,LondonandHongKong,whichareattheforefrontintermsofeconomicvolumeandurbanfunctions,andShanghaiisacceleratingitsdevelopmentintoamodernsocialistinternationalmetropoliswithworldinfluence,”heemphasized.

TheShanghaiofficeofZhongLunLawFirmwasestablishedinLujiazui,Pudongin2001whenChinajoinedtheWTO.Overthepast23years,ZhongLunLawFirmhasachievedaleapfrogdevelopmentwitha30-foldincreaseinthenumberofpeopleanda100-foldincreaseinrevenue.KongWei,EquityPartnerofZhongLunLawFirm,saidtheachievementscameonthebackofthereformandopening-uppolicy,aswellasonPudong'ssuperiorgeographicallocation,policyenvironmentandgatheringoftalents.

Aftermorethan30yearsofeffortsinfinancialreformandinnovationandopeninguptotheoutsideworld,PudongNewAreahascreatedthe“PudongModel”onthecoreareaoftheinternationalfinancialcenter.Itshinesnotonlyatthedatalevel,suchastheabsolutevalueaddedbythefinancialindustry,growthrate,andGDPshare,butalsointermsofthenumberofinfrastructureandinstitutions,suchasthecompletenessofthefinancialfactormarket,theconcentrationoffinancialinstitutions,andtheproportionofforeign-fundedinstitutionsamongfinancialinstitutions.

Standingonanewhistoricalstartingpoint,KelvinLibelievesPudongNewAreawillcontinuetoupholdthedevelopmentconceptsofreformandopening-up,aswellaspioneeringinnovations,continuouslyoptimizeurbanfunctions,improveurbanqualityandsupportleadingareasconstruction.
